  • All legal persons (authorities, establishments and foundations) governed by public law, particularly:
    • a State or community non-commercial (non-profit) organizations;
      • b Commercial organizations with over 50 per cent of government or community shareholding;
        • c Public services, including utilities sector companies, whose procurement is covered by Law on Procurement.
